Two taps at the same transit reader can produce different fares. A qualifying rider's reduced-fare ORCA card applies the discount; a credit or debit card pays an adult fare. For wheelchair users who include buses or trains in their Seattle travel plans, knowing which card to use can make a recurring journey more affordable.
Start by checking eligibility for the Regional Reduced Fare Permit, or RRFP. Apply through the appropriate channel, then load the fare value or pass you need before traveling. The permit addresses fare payment; the accessible route and any required ride reservations still need their own planning.
Choose the application route that fits you
King County Metro's RRFP page explains the program for people with qualifying disabilities, Medicare card holders, and riders age 65 or older. It provides separate application instructions for disability-based permits and senior permits. Check that section before gathering documents.
For disability-based applications, the Reduced Fare Portal offers two routes: accepted state or federal documentation, or certification from an eligible health care provider. Examples of accepted documentation include a valid Medicare card or an ADA paratransit eligibility letter or card. Review the full list to see whether you already have a qualifying document.
If you need provider certification, use the program's form and instructions. The portal also describes in-person qualification at Metro Neighborhood Pop-Ups for some criteria that staff can visually confirm. Ask Metro whether that option fits your circumstances before making a special trip.
Prepare the documents and photo before applying
The online documentation instructions call for photo identification, qualifying documentation, and a clear color photo for the permit. Read the photo specifications before uploading: an image suitable for a social profile may not meet the application requirements.
- Confirm which eligibility document or completed certification you will submit.
- Prepare readable copies of the required identification and supporting documents.
- Take a photo that follows the portal's current instructions.
- Check your contact and mailing information before submitting.
- Save the application confirmation and any follow-up instructions.
Metro offers online and in-person options for qualifying riders under 65. Allow time for processing and delivery when applying online. For help with the application, call Metro at 206-553-3000, with Washington Relay available at 711.
Load the right fare for the journeys you make
There is no fee for the first RRFP ORCA card, but receiving the card does not make every ride free. The myORCA fare guide lists reduced single fares and pass options by service. Compare your actual travel pattern before choosing stored E-purse funds or a pass.
Metro's current reduced bus fare is $1 for eligible RRFP riders. Its Metro Matters fare update explains how the September 2025 adult fare changes differed from reduced fares. Check the fare for each service you plan to use; a bus fare does not establish the fare for every regional connection.
When considering a day or monthly pass, check its coverage, fare limit, and exclusions. A higher-priced trip may require additional E-purse funds, and some services are excluded from regional day passes. Count both directions and any separate transportation leg in your budget.
Keep the reduced fare when you tap
ORCA's current Tap to Pay guidance states that credit and debit cards are charged full adult fares. This includes those bank cards used through a phone's digital wallet. To receive your ORCA reduced fare, continue using your assigned reduced-fare ORCA card.
Make the intended payment method easy to reach before boarding. If someone helps with payment, explain which card to use. Do not assume a bank card will recognize your RRFP eligibility automatically.
Pair the fare plan with an accessible trip
Metro Access has a separate eligibility process. An RRFP is not an Access ride reservation. Our Access and private transportation comparison helps distinguish the arrangements.
Use the wheelchair commute guide to check the route and connections, and the elevator outage guide when a required station route is unavailable. Any separately booked private ride needs its own availability, assistance, and payment confirmation.
Before your next trip: confirm the correct card, enough fare value or a suitable pass, a usable route, and the return journey.
